A special report on single outcome agreements
Scotland's 32 local authorities had by the end of March to submit to the Government their draft single outcome agreements. Cabinet Secretary John Swinney has said they will be signed off by the end of June. This special report examines how councils have fared in developing their agreements.
How involved were elected members in their preparation; what aims have councils set themselves; how widely does the ambition and quality of the agreements vary across Scotland; have local priorities suffered in supporting national objectives; how will the agreements affect local delivery; and have specific sectors lost out?
The report will also feature case studies and an examination of the potential of Scotland Performs, the new system for monitoring and improving service delivery.
